To exaggerate it completely, if a wheel turns 100 times a minutes and it's 1 meter round the outside of the wheel, the car will travel 100 meters in 1 minute. If you put a larger wheel on that is 2 meters round the outside, it is still connected to the same hub that will still turn it round 100 times, but this time the car will travel 200 meters.
Considering how many rpm's the wheels actually do a few millimeters wear times a few thousands revolutions per minute can add up to a couple of km/h hour difference.
