If I wanted to swap between different pads and rotors for road and track use, are the caliper to carrier bolts reuseable or do  need to source a new set of 4 each time I do a swap?

 Do you have the GTI style calipers Greg? With 2 13mm bolts holding the caliper to the carrier? Personally I wouldn't sweat reusing them.  The front carrier (190Nm) & slider (30Nm) bolts are re-usable.
 
 The rear caliper carrier and the slider bolts should be replaced every time (in theory). You can probably get 2 or 3 tightens out of them or simply replace with grade 8 std boltscarandimage The place where Off-Topic is On-Topic
