Buying interstate depends on the state a bit, but for most states you can apply for a temporary permit to drive the vehicle, and then transfer the reg in your home state, as you can not register a car in another state (without a permanent residential address in that state).
Local is much easier - unless there are 4 or 5 worth checking out and you've got someone happy to co-pilot back with you, you end up in a mindset that you've come to far to walk away.

Not that you need it, but here's a little visual Jetta stimulation:
From an Alpil search. Nice if you like a bit of rice! It's the best rear valance/diffuser I've seen for the Jetta. You really need to be saving at least 1.5-2k off the price of the car if you're going to go to the trouble of buying interstate, when i was looking for gti's i was tempted by a white one in WA for 23k but I looked into it with RTA (nsw roads) and it would've required, a blueslip, greenslip, pinkslip and rego which equated to around 1.2k before i factored in flights and accommodation. You're also putting the pressure on your self that if you get there and drive the car and its not exactly what you wanted its harder to walk away from it.MKV GTI

Had another thought...
I think a mk5 gti golf is outta the picture (would really like to keep it under 20k) so I was thinking is it possible to chip the 2.0tdi or 2.0fsi versions? Would it be worth it? Yes, if you look at the superchips.co.uk (for example because I visited uk, au, nz sites in the evening), as one chip example, they give power gains of up to 10% for petrol, 20% for turbo petrol and 30% for turbo diesel.
The winner aside from the power differences is that the latter, TDI, also gets fuel economy gains from the tune, in addition to the 'up to 30%' claim.
Jetta gives you a fully loaded car, feature wise, plus the boot and rear parking sensor and R32ish variant of the GT front, for only a slight premium over the Golf hatch. Plus, as I mentioned in the quoting of the drive.com.au article, Jetta is much more likely to be 'over serviced and under driven' than a Golf (if the latter's formerly owned by a P plater GTI wannabe driver!).
VW Aust has a TDI Jetta in CW colour, advertised under $20k and there are a lot of nice cars in TDI powered form on Carsales.

go find a gt sport tdi and take for a drive (if you can dig one up... they're pretty scarce)
