It might work but that doesn't make it legit, yes the Ross-Tech one is expensive, but it's constantly updated and supported by the company.
To be fair normal users don't need a fully featured cable, one of those $100 plug in generic scanners probably do enough to read/reset a code. For those little tweaks you want to do it's probably far more cost effective to bail someone up to do what are one off changes since you're not likely to use it much after that. (but then I suppose we enthusiasts aren't exactly "normal" users
