Electrical buzzing sound when in 2nd & 3rd gear

There is a slight but noticeable electrical buzzing sound coming from the engine bay when in 2nd & 3rd gear.

What are the two little holes above the front doors in the top of the door frame.
In rears there is also a grommet possibly for an electrical wire along with the two holes

I have an electrical fault in my MY16 Passat B8 Petrol Wagon.
Fuse F5 in the Engine bay fuse panel has blown twice. When this happens the engine is disabled. Not a good situation.
