Is there any other parts needed to retrofit a steering wheel on to a 2011 b7 passat? e.g do I need a new slip ring?

Depends which steering wheel you're talking about....
If it's a B7/Mk6 Golf wheel then no, but you'd need to check what steering wheel control module you have.
If its a B8/Mk7 Golf wheel then it's not that straight forward. The steering wheel with tiptronic paddles that was from a 2014 Passat and had part numbers 3C8959537D and 3C8959538G. It looks exactly like my existing wheel except for the shift paddles.
