Would have been done by the dealer locally. When I bought mine, the dealer said they get all the golf R's in the std cloth/alcantara and if you order leather the car is reupholstered locally.
Just be mindful that the dealer reupholstered does not come with heating, one of the main reasons we waited for a factory one.
Probably not such a big issue in many parts of Queensland. To be charged $3,150 + stamp duty for factory leather and heated front seats is no bargain. Of course, this is all academic now that factory leather is included as standard in MY16 models.

^ Car advice I think did a track test and the R creamed the STI. Having said that who buys an R with the primary aim to track it? its the go to all round performance hatch, manic as required, or just as readily take the kids to soccer practice safe and sound...
