In my opinion yes, but it's generally done for more power. A free-er flowing engine will work less to produce the same power, so I'd guess that it would help economy. Thing is will you be able to resist playing in the traffic light grand prix with the extra response? Makes it sound tougher/louder too, neither of which is good for economy!
Generally not something done to assist the economy of an engine.
