As for the O2 sensor, I just replaced it as a matter of course, got one from UK for $70.
Shame you are not closer otherwise you could test it. I would get an adjustable cam pulley too FWIW.

The cam pulley is there regardless. It helps without the EPROM too. Advancing the cam timing brings the power band down in the rev range to make it more usable.
