I've just come home from my local dealer feeling shell shocked. My wife's car is a 2016 Highline 162TSI which has the Xenon headlights and LED DRL's. The LH low beam has gone and so booked it at the dealer to have the globe replaced. After waiting for 2 hours they told me that the part was not in stock and that if they were to replace it I would be looking at around $500 for the part plus 2 hours labour. Surly it should not be a $1000 job. Any ideas?

Just think what both would cost!
2016 Jetta should have D3S bulbs, D3S Xenon Headlight bulbs | Xenon | PowerBulbs AU about $150 each; I would recommend replacing both at the same time.
Check out this guide here, very similar to what I did on my Passat when I upgraded the bulbs.

As mentioned above, xenon bulbs (good quality ones at least) are not cheap - around $150 or so each. Stick with good quality brands like Osram or Philips as these are the brands that that your car will have fitted to it now and will last a long time.
Lots of modern VW's require the bumper bar to be removed (or at least partially removed) to be able to remove the headlights, but for a basic bulb change, you should hopefully not need to go to this extent.
