What this means is that if someone thinks a car is garbage, and then its resale and "metrics for quality" (whatever they are) are better than expected then it rates well. If someone thinks a car is fantastic and its resale and "metrics for quality" aren't as good then it rates poorly.
Much like people that believe their ix35 is of great quality. Unfortuntely they find out later that it isn't, get hurt and have a dig.
