Wouldn't it be illegal for a manufacturer to make false claims about engine output and what incentive would they have to claim the product produces less power than it actually does?
VW regularly underquotes power figures. It’s only a problem if they quote a figure and it’s proven to be less that what was sold. Same as if you went to the shop and bought 1kg of apples and you got 1.1kg there’s no problem as you got more than what you paid for.

18kw is a significant margin. I'm sure their marketing guys would want to cut it finer than that

Not really, my (supposedly) 118kw 2.0TSI Amarok makes close to 140kw stock as tested on a hub dyno. That's almost a 22kw margin. Though with a tune its now just over 200kw ....
Current:2023 MY23 T-Roc R Lapiz Blue + Beats Audio + Black pack 2018 MY19 Golf R manual Lapiz Blue + DAP) 2014 Amarok TSIRed (tuned over 200kw + lots of extras) 2013 Up! manual Red2017 Polo GTI manual Black Previous VWs and some others ...
Let's use your results as an example, 162kW motor, 140kW output (rougly). That equates to a 15% drivetrain loss (not bad for AWD).
So.. if Revo or APR or any flash jobby say claims 235kW at the motor, that should equate to 200kW at the wheels.
Always good for a healthy discussion
So with the standard engine it "loses" 22kw but with the tuned engine it "loses" 35kw. Same gearbox, same diff, same drive shafts etc. So where does the extra 13kw go? It just disappears? Magically? Some guy called Newton (remember High School Physics) worked out that energy can be neither gained or lost, but it can be transformed into other types of energy. So what is the extra 13 kw transformed into? Heat, I don't think so, stand in front of 13 x 1kw heaters, that's how much extra heat we would be be talking about.
There is some logic is taking the constant kw loss, not a %. So 235kw on the engine dyno should be (235 - 22 =) 213kw on the rollers.
FWIW using a hub dyno results is less "loses" due to absence of tyre and roller friction, so I always expect to see a higher number on the hub dyno that what I see on the roller dyno (for the same engine output).

I’m only reporting what I’ve see on the dyno and to be honest I was quite surprised myself.
I was expecting low-mid 120’s. But I’ll take 141!!
Really I think it’s so Audi customers don’t get their noses out of joint and also it allows the marketing people to claim a new engine output when they need to prop up flagging sales figures.
At the moment they can’t get enough cars so no point advertising that it has 180kw. They’ll leave the “new“ engine for the mid-life update.
Just recently released Cupra Ateca (seat) has 300hp engine (220kw) and 400NM of torque, it weighs 1557kg (Tiguan is 1594kg), Cupra does 0-100 in 5.2s, so realistically if Tiguans are 180kw (not 162 by the book) it only needs another 40kw on the engine to be able to hit those low 5s 0-100 times.
That was with significant wheel spin and a sandy road.....there was another APR stage 1 Tig that managed 5s flat (vbox), if you get the perfect launch and have good traction.
OK, now running Stage 1. The download took about 45 mins, just enough time for a coffee and a check of email.
It's wet here in Sydney so it's difficult to get a good feel, and it's still in the wrong gear at the start of the steep streets around here (Hills District) so it doesn't feel quite as zippy as I thought it might (I know, DSG tune required). Definitely stronger though and I'm looking forward to a dry day.

Give it some time to 'bed' in. Give it alot of full throttle action to get he bed in process quicker.

Ain't that the truth, I drove a 140KW Tiguan, several in fact and they were real slugs compared to my 125TDI Superb. No way the Superb was only putting out 125kw, the bloody thing was simply too fast.
To get back to what VW can or can't see in the way of tunes. it was told to me that a big conference of VW service personnel early last year had been told that VW would be directly monitoring cars from Germany once the car was hooked up to the VW computer system and the initiative had been taken away from the dealers in respect to flagging the vehicle. I think it was in the previous thread on this subject some one maintained that an algorithm had been put in the ECU by VW and if an ECU was overwritten or a tuning box was installed that algorithm flagged the changes and logged them. I have no idea if that is correct or not but the internet is always right.
The link to the South African discussion is now five years old so that information is out of date I would think.
