HID globes can cause a lot of scattered light if installed in reflectors/lenses that aren't designed specifically for the different geometry and dimensions of the HID arc (the bit that actually produces light). This scattered light dazzles other drivers, which is why doing an aftermarket conversion to lo beam is both illegal and often very annoying. Some halogen lights (usually ones with projector lenses) seem to produce a better controlled lo beam with HID globes (less glare and dazzle).
I have no problem with hi beam HID conversions, even if they are technically still illegal.
Whether people flash their light at you or not is a poor indicator of how dazzling your lights are. My Octavia (OEM HIDs) came with the lights adjusted WAY too high, and must have been blinding oncoming drivers when I went over crests, but not one person flashed me in the two weeks it took to get the dealer to adjust them down (you need VCDS or the dealer tool to adjust them, so I couldn't fix it myself)
