You could put together a 2L stroker kit for about 6 or 7K in parts
As far as I know, there is some slight customization allowable with GIAC, APR and REVO chipsets. They have their own software they can use to make minor adjustments, such as V-tune from APR and Lemmiwinks from Revo. I think GIAC does custom tuning, with $$$'s being the limitation, even so far as being able to change from a K03 to K04 and being able to use the same chip, as long as you get it re-tuned to suit the new turbo. However, if if you wanted to run a gt28 the Maf , injectors , exhaust , intercooling etc would have to increase to a similar percentage to what the extra power will be running at, or you would need a more powerful engine management system.
Oh, and my dream mod is a car that is not STILL in the panel shop!!!!!!!!!!!!
Where do I start (been saving replying to this one untill I've had enough time).
Atm I have got and fitted:
-APR tuned
-ABD turbo intake pipe
-BMC pannel
-3 inch piping for modified airbox
-Eibach springs
At home I have waiting to go on:
-Rieger rear apron and skirts (not convinced about the skirts though...)
In the mail at the moment I should have:
-Boser extension
-Badgeless grill
-Whiteline front and rear sway bars
Once that all arives, I'll get it all painted up and fitted.
Things to get shortly in the near future:
-Neuspeed intercooler pipe replacement
-N75J
-Boost gauge
-Wheels - hopefully gold centre BBS LM's 18x8 front and 18x10 rear but it's still very much up in the air atm.
-Short shifter
-R32 interior (wheel and triming)
Moving forward in good time
-K04 upgrade with all associated bits n bobs
-APR FMIC
-APR re-tuned to match
-KW V2's
-Bora front end (BOLF)

I have the GIAC chip and although I never have, what you say is correct, it can be re-tuned..
Mods on my car are:
GIAC ECU chip (Max 1.2bar)
GFB Hybrid Blow Off Valve
BMC CDA (Carbon fibre cold air intake and air box)
Scorpion 2.5" stainless steel exhause from the cat-back, with twin 2.5" tail piece (had to get the 4motion rear valace to suit). Well worth the effort, it sounds great, tail piece looks quite similar to the gen 5 gti's (I had it first
R32 pedal covers.
If I was keeping it, I'd add some slightly stiffer suspension and then it would be perfect..
