On the drivers seat only the base gets warm, not the back. Is it possibly as simple as a broken wire or something disconnected?

Can anyone confirm what needs to be done to add cruise control to an 8v 1.6 (AKL) Mk4? Surely it can't be as simple as replacing the indicator stalk with one that has the cruise control switching on it???
