My bad. I've checked photos taken when I got the car and the clamp wasn't restricting the throttle opening all the way. I must have put the clamp back on in the wrong position when I fixed the broken connection for the radiator pipe. The ridge about 2cm from the end is where it broke so I glued it back...

I've been driving the Golf for a while now and it's always felt pretty slow considering it has a 2 litre 16V. It's ok but nothing to brag about. Then I found out why.
The throttle linkage hits one of the clamps holding the air cleaner rubber hoses. Check out the difference in the angle...
