I dont think if you disable your incoming PM's, you should be able to send either. There may be people who would take advantage of the protection this might provide to do un friendly things.

I think unfortunately whatever way we do it there is going to be spammers, unless you block PM's sent and received until you have 10, 20, 50 etc posts?

leave a provision for mods to be able to grand people access to pm's with less than whatever amount of posts you decide though if they know or trust the person.
