If I remember correctly its on the metal body panel above the engine out towards the side below the windscreen wiper chamber .or it could be on the side wall of the engine bay . -
I have a 1996 T4 and the compliance plate is on the driver's side door recess.

Mine's a 2001 & in the same place together with the build date plate.Understand how it works, troubleshoot logically BEFORE replacing parts.
