can i go to 16 inch wheels from 17 inch wheels

You shout have no issues if you maintain the same rolling diameter. An extra inch of wheel means 1/2 inch less side wall and a firmer ride.

Half an inch is so small amount of difference I doubt anyone could tell the difference even a few PSI differences in tyre pressure would make things different so the point is not valid
