Now I'm happy to prove exactly the same thing with the R36 if someone has some larger rims with lower profile tyres they're happy to use to further prove this FACT about larger rims with lower profile tyres doing nothing but changing the look of the car.

Think you are talking absolutes when there is really more to the tyre profile / handling limit ratio.
TGA is not all that good a ref in my opinion although their particular segment had some merit.
The ratio of actual side wall to width on the supercharged crumpledore would give almost no flex - the standard 20" on the r8 is not much better.
Think the diff on R36 18" to 19" is not as extreme as the TGA example.
Also think tyre choice is important here.
I have 19" on my Evo X MR and it out handles the standard 18" wheels it came with all day every day - but mainly due to tyre choice.

Back on track, why is it VW's fault that Qld transport makes rules that make it difficult to put 19" wheels on one of their models?
I doubt that VW Germany takes input from any authority that believes driver training contributes to more accidents.......when deciding what wheel/tyre size combination is used on a particular model.
The motoring press is littered with test reports on VW models where 18" wheels are an option and 17" are standard, to the effect that "the ride is worse and more jiggly. The smaller wheel option is preferable in all situations."

I remember hearing an interview with a quite high up company exec of a Japanese tyre company (can't remember which one) who was involved with motor sport, and he stated that around the 45/50 series profile was about the best compromise due to the fact that lower than 45/50 and the sidewalls needed to be too soft in order to allow reasonable ride comfort which would therefore lose much of any benefit in the lower profile. Any higher than 45/50 and they would flex too much due to their higher profile.
Under 40 and over 60 was much worse because the compromise was too great.
So, 45/50 was about the best compromise according to him.

It appears my only option is to go a 20" rim with a 245/30ZR20 95Y to comply (9.8mm extra dia and correct complianced load rating)
I can see 255/35 R19 with a 96Y rating, 245/40 R19 with a 98Y rating, I don't think I mentioned these sizes before?
