Yep. My wife's Skoda does the same thing. I think it's by design.
The whole "not allowed to overtake on the left" thing. You can override it by tapping the accelerator when you feel it happening, and the car will go back up to the set cruise speed.

Correct.
Default for RHD market is to not overtake cars in the right lane.
Cars in the left lane r ignored.
This tweak will ignore cars in the right lane too.
Naturally, for LHD - this is reversed.
