From my past experience Politicians (those people elected by electorates all over Australia) are much worse than public servants, and the career politicians are the best at dreaming up impractical crackpot schemes for wasting taxpayers money. However, their "Ministerial Advisers" are often worse still.2017 MY18 Golf R 7.5 Wolfsburg wagon (boring white) delivered 21 Sep 2017, 2008 Octavia vRS wagon 2.0 TFSI 6M (bright yellow), 2006 T5 Transporter van 2.5 TDI 6M (gone but not forgotten).

I tried very hard to order my R wagon in "Ginster Gelb" ( a bright yellow) but VWOz wouldn't have a bar of it. Their claim is that they weren't set up for it which is total BS as I know that certain favoured customers can do orders in special colours (it is just a pick the box option at the factory). My belief is that they are so arrogant they believe they can afford to ignore the wishes of the paying customer. And I wholeheartedly agree - VW Oz is extremely poorly run and one has to wonder how much more sales and profitability could be achieved here if it was run by the right people.
As you said, they are willing already to do it for certain people in the know (so it's not 'impossible') and customers are willing to pay a premium for it. I know Audi had premium color choices available when I was looking at the S3, it wasn't cheap ($3-4k) but it was nice to have the option.
Anyway, the situation isn't going to change.
