You have probably never had a car with a floor mounted accelerator pedal before? Most cars accelerator pedal bolts on the firewall, whereas in the Golf (and many other cars these days) the accelerator is mounted to the floor of the vehicle.
The "box" you describe would contain plugs and wiring to support the electric throttle that these cars have.

You must have never owned a Datsun 1600. It had a floor mounted accelerator with a rod behind it pivoted to the firewall. I think a lot a cars were like that back then.
