Power wise im sure you can chip the 103TDI into the 125kw GTD territory. But i believe the engine in the GTD is not only either a revised or different engine entirely to the 103TDI, but has other differences like the turbocharger etc.

In loose terms you can make the 103 go like a standard 125 but there are many other differences. Mainly the turbo and supporting hardware from the factory.
Also different cyl. head, head gasket (the cooling system was beefed up to dissipate the extra heat), pistons, conrods, intake system. I would go probaby up to 115kW no more.
