Regardless of who mandates it, it's just not good enough — particularly when there's such a difference in readings between vehicles.
It's not as if the technology didn't exist...
I also came from a vehicle that was near enough to spot on with new tyres and read slightly faster as they wore down — and it was in much the same price range as my Mk6 TDI that with new tyres reads almost 110 at a true 100.
I suppose I'll eventually get used to adding a percentage and no longer feel nervous about it, but still it annoys me vastly that if I drive at the indicated limit even the speed-governed B-doubles and interstate buses pull out and thunder past.
Oh, and not all peanuts drive Camry's — some are chauffeured in Government Fairlanes...
