More boost = more power and more power = more fuel and more air.
My understanding of a mild tune (say stg 1) it that the fuel maps are altered slightly to make fuel delivery leaner when idling or on part throttle/low revs. If this was the case then you could expect some improvement in economy under those throttle situations (i.e. commuting) I would have thought. Of course, as soon as any boost comes on then fuel delivery increases significantly. And seeing as boost is tuned to come on earlier, I would have thought any improvements would be hard to see.

The reason why they dont put their "perfect tune" in, is because no 2 cars are the same that come from factory. They all have their own characteristics and power output etc. Put 2 stock GTI's on a dyno, and 100% guarantee they will pull different figures, and another 100% they won't pull 147kw at the engine. They have a safety or "generic" tune which they put in all their GTI's.
Too much fuel and not enough air means black smoke from the exhaust (safer option). Too much air and not enough fuel means engine detonation (unsafe). Less amount of fuel (to the point just before being unsafe) with the right amount of air and timing = optimum performance. The factory releases them with the safer specification (running richer) so it doesnt matter what conditions you put the car under, the engine wont detinate. Yes if I put my foot down I will consume more fuel, but day to day driving, I will save fuel. When I first got my car before any mods, I would get about 530-580km out of a tank.. Now I get 600-650km.
