It's all over the place. I've had a lengthy discussion with my service manager at work about this. We've been doing them at 120,000klms, unless the service book or ELSA state otherwise. Apparently VW is releasing a correct service schedule for dealers soon.
Also worth noting is to make sure the belt is replaced as a kit. Ok, it's more expensive, but at least you'll get the tensioner and idler pulleys replaced at the same time.
As for water pumps, yeah, definately get them inspected. Most technicians will drop the coolant out to simplify the job, and the water pump is usually only held in with three bolts, anyways.
