Missing engine part - help needed

Hi - We have a mk4 golf that only recently started to idle rough when cold.

Cut a long story short I noticed something missing when engine cover pulled per photo. The lower pipe has vacuum and I've blocked that for now until I work out what is missing. Suspect a PCV part or similar. Still occasional rough idle when warm but more noticeable when cold. Hoping this sorts things as the car had been running fine otherwise. Done 80km since new.

It's the space between bolt head I've blocked pipe with and upper pipe.

Nfi how it's happened and appreciate anyone's help to figure out what we are missing.

That pipe is just a straight pipe. The bit that was there would have been a "flexible" section, that's why it looks a little different to the rest of the pipe.
