Supply and demand. If there's loads and they're not selling the price will come down. Watch the market for a while if you have time. Check the cars out and be prepared to wait. Don't offer straight off unless you are really into it.
Find out the sellers motivation and pitch your bid based on that. If they have taken finance on another car and want funds to clear some of that debt, they'll be keen to get money quick and probably take a lower offer.
If they are selling 'cause they are going to walk to work or some other non financial reason you'll find it harder to chip them down.
Make a list of things that you feel need attention and put a cost to each so you can justify your offer. If it needs 4 tyres or a cambelt change, there's the best part of 1000 you can knock off in an instant.
On the other hand, if the car is mint, serviced up and no bad points, be prepared to pay for it and enjoy the fact you don't have to shell out anything after you take possession.
Look at the big picture.

When I bought the car 5 years ago, I was looking at this one and a 2003 model Type R Integra. The Integras on Carsales are fetching almost the same as they were 5 years ago ~$20 - 25k.
My next car is going to be a Type R.
I bet in a few years all the Mk5 R32's on the market will be worth premium $$ too over the GTIs.

I'd love to recoup $17k on my car (just passed 120k - need to do timing belt change). It's serviced pretty much on the dot kms wise, and I see others looking for more than that with higher kms and ratty interiors.
I'd rather buy new than 2nd hand..-DIDZ

Golf4 GLE 1.8
I bought my Golf Dec '08, paid 9K for it with 94000 on the clock. I've had to do a fair bit of work on it but by looking at carsales I figure I would put it up for 10.5k considering all the maintenance + roof rack + tint.
Also helps its got the 20v 1.8 which is a pretty sweet engine compared to the 2.0 slug.

to buy into your issue, when I bought the Polo GTi at christmas 08, I was also looking at the MkIV GTi with less than 80,000 for the high teens, yet could get a 12month old polo Gti, 10-20,000km for near enough $20k. Made my decision very easy.
A mate that bought my old subaru GT forester 2yrs ago has also just copped the whack of the used car market to the tune of $5k and 20,000km, when I'd already taken $2k off the general sale price of the time for him. The arse has fallen out of it.Track Car: 06 Polo GTI Red Devil mkII

If it's any consolation I think prices for used mkV's are going to tank in fairly short order now that the 6's are out.
