The ADRs are very clear - HIDs without levellers and washers are not permitted. So your car CAN be defected if you put in aftermarket HIDs without those extras.

Without wishing to start an argument.. Can someone satisfy my curiosity, and tell me what difference washers make? I can totally understand the self-levelling, that makes perfect sense that you wouldn't want to blind oncoming cars. just can't see how the washers fit into the equation?

My guess, and it is a total guess, is that if there are anything that stuck infront of the light cover then it can theoretically may deflect the bright lights in the uncontrolled directions which may daze other drivers. having the washer will remove those dirt or cover obstruction leading to the light beam coming out at the manufacturer's design and specifications.
