There is an electric vacuum pump in the front quarter panel behind the washer bottle. It runs from there into the chasis rail and into the car.
When mine was busted I could heard the relay clicking as I would have expected to start and stop the thing (although it didn't work). In my case I tracked it down to a leak in the line where it entered the chasis rail (so blind luck that I could get at it).
Theoretically it's going to be one of three things, the pump (which is easy to replace), the lines (which are harder) or the electrics... which I'd flat out leave to the experts.
If it has an engine or heartbeat it's going to cost you.
