I took my mk2 gti for a Sunday drive when all of a sudden it turns off, and it wont turn back on. When I turn the car key, a ticking/spinning noise come from under the car near the fuel tank. It wont stop ticking it turns on for a split second and it dies again. Any ideas???

starter motor thrust bearing could be stuck
or a dead battery can cause all sorts of electrical gremlins - if you can measure your battery voltage and it is below 12v at rest there could well be a problem, even if other electrical stuff seems to work ok
check also the main cables to and from the battery, making sure they are clean and well attached - one will go to your starter , check that especially

Judging by his mention of it "all of a sudden" turning off and noise coming from the fuel pump, i would guess perhaps an issue with the fuel filter perhaps being clogged? or the pump malfunctioning?8v Ibiza GTI > 8v mk2 Golf GTI > mk3 VR6 > 8v Ibiza GTI > 2D CL+vr6...

yes possible, but a battery will do this as well, but you would still get cranking with a dead fuel pump
