I had fixed half the broken crap but that just meant it was still halfway inoperableTags: None

With the engine turned off have someone press down a few times slightly on the accelerator pedal while you look at what moves on the carby. There should be a screw that holds the throttle open. The more you turn the screw the more the throttle opens. Set it so the car idles.
