Does anyone know if a 34 year old car has to have a working windscreen washer to pass rego (blue slip)?

Good question. I had it written down somewhere. Some place in Queanbeyan, I think it was a muffler shop/workshop.
I can make sure all the electrics work but the rust in the A pillar might bring me down. The rest of the mechanicals are good.
It's really weird driving the MK1 after running the MK2 for a year, the MK1 is so noisy and rough to drive. It's going to take a lot of work to get it right but everything is so easy to modify and I've got a pretty good base to start with - 1.8 motor, extractors with big bore exhaust, 5 speed, GTI brakes (which feel like almost no brakes at all), sports suspension, 15" wheels with new 50 profile tyres. For $1000 it was too good to pass.
It's nowhere near as fast as your car but that's not the intention. I can't have a car that uses as much petrol as yours. I'll be happy if I can leave you behind in the twisties and you (slowly) catch back up on the straights.1978 MK1 2.0 16v http://www.vwwatercooled.com.au/foru...-46488-70.html

just thought i'd add to this thread instead of starting a new one...
so as most of you will know, i'm going for rego (blue slip) this week and was wondering what the chances of getting knocked back for the mild surface rust throughout the paint?
all structural rust was repaired during the build (which was not much to begin with) and all mechanical and electrical components in the car are either brand new or refurbished...there is no bubbling rust in the paint by any means, just standard oldskool vw pig spec paint

I got pinged on all the rust that was coming through the paint. Slight surface rust wasn't a problem.
It might depend on how strict your inspector is but it sounds like you should pass.

Can I claim a solid floor was an optional extra? Would make things so much easier.
