How bad does this paint look?

looking at this one, but ripping all the crap stuff off it.. Anyways, do you think the paint just needs a good detail or what?

Does it look like laquer peal? If it is not laquer pealing off then a good compound should bring the shine back to life.

EDIT: I nearly choked when I see the price of that 1999 golf. The prices in Australia are crazy high comparing to here. Here is a nice example with no bad paint at 1750 euro asking price VW GOLF GTI for sale in Dublin: €1,750 - DoneDeal.ie
Would it not pay you guys to import from Ireland?

There are so many bargains over here now due to the recession. Lately, I picked up a Passat tdi Sport 2002 6 speed in mint condition for only 1350 euro.
