I've got it booked in again next week.

The service rep was keen to see my measurements to help support the fault diagnosis but I got the impression that my suggestions of what may be wrong won't be given too much credibility until they can find the fault for themselves. I have a feeling this is going to take a few revisits, I would highly doubt they have all the parts sitting around at the local dealership ready to go.

For reference I did the same checks on my 1z octavia (now the wife's car) and the air cooled down straight away when max cold is selected. I drive it with 22-23 deg outside temp and as soon as the car is moving the air temp easily reaches and stays at 4-5 deg C.
