A steering rack from a gti would be nice but Generally what quick fix would tighten up steering/handling response?

Install gti rack to tighten up steering/handling response in stock mk7 90tsi

If you mean to make the steering a bit heavier the you could look at an anti-lift kit (ALK).
This will make the steering feel heavier and improve turn-in.

Pump the tyres up to 36-38psi
Fit more performance focussed tyres. eg: you've probably got ContiECO or ContiComfort - go to ContiSport or similar

FYI, Anti lift kit is whiteline marketing language for urethane rear (as in rear of the control arm) front lower control arm bushing kit, and has the same effect as any of the other good brands. They are all nearly identical in form but do vary in price.'07 Touareg V6 TDI with air suspension

I think you'd be the first. Not many people will bother with a mod like that - just buy a gti or R instead. I'm not certain about the mk7, but I'd not be surprise d if to change the rack complete engine/ drivetrains removal would be required.
The labour cost will exceed the parts cost. At the end, perhaps let's say 5k later, you have a regular golf with fast steering. Its not going to be that awesome (IMO)'07 Touareg V6 TDI with air suspension

Golf R with factory 19" rims had less turns lock-to-lock than the others because the turning circle was bigger. Maybe the 18s were different?
