Spacers from the factory are legal because factory ones aren't likely to be shonky. There are plenty of shonky after market ones that aren't hub/wheel centric and end up putting strain on the wheel bolts/studs that should not be there, and that can cause spectacular failures.

Yeah. So it should be illegal to sell spacers that are not suitable. Not illegal to use spacers.

Spacers do put more torque onto the stud/bolt because the wheel can technically rotate and put more load on the stud. But really, you will break the wheel before you break a stud. I've seen it many times. Top Fuel Dragsters run at least 1 inch spacers on the rear with roughly the same diameter and number of studs.. They don't seem to have problems.....
