I'm having problems with my B5 Passat 2001 Auto Transmission, (2.8 V6)

Ignition off Selector wont move out of park (Normal)
Key on, Selector can be moved out of park,(Foot not on brake pedal) So the selector lock is disabled, which is wrong, selector lights on shifter...
