Actually I personally think that governments around the world have to start taking these data hosting sites to task for hosting material of people doing illegal activities/endangering the general public such as this.
Clearly Google is not minding that this Youtube video is going viral as they are profiting from it.
If you can't go after the guy that's made the video at least you can put laws in place so that websites that host this material can be held to account.

Although Block's are controlled, it inspires a whole lot of wanna-be copy-cats!
