Yeah its legit, if the winning bidder pulls out of the sale eBay gives the seller the chance to offer it to the second highest bidder, its happened to me before when i bought a record..

Nah it's not if the winning bidder pulls out, because the winning bidder on my sale bought the product, but i had the option of a second chance offer before committing to the sale.
