  • New car buying scam watch out

This is a new form of scam buying through Pay Pal:

    Seller beware: a cautionary tale

I put my motorcycle up for sale (if you’re interested click HERE) and listed it on a number of sites to help get the word out. Those included paid ads as well as enthusiast sites.

Within 24 hours, I got a response. Beauty, I thought, and what’s better he didn’t haggle. He offered to pay me the advertised cost. Too good to be true? Yep.

Here’s the scam: he could only pay me by PayPal. Supposedly he’s an oceanographer at sea at the moment, with no access to his bank account but did have access to his PayPal account, which was linked to his bank account. He could transfer money into my PayPal account and then organize an ‘agent’ to collect the bike when the money had hit.

Sounds foolproof, right? The money goes in, he sends his guy around, collects the bike and we’re all happy.

As a former journalist (ex-crime rounds), all of this sounded fishy in the extreme. His story sounded lame (’if he can access PayPal over the Internet, why not his bank account?’; ‘what’s with the flimsy oceanographer at sea line?’, etc.) and I did some homework as to how PayPal works and doesn’t work.

Essentially the scam works because PayPal allows buyers to dispute a transaction and if done with a credit card, the issuer can ask for a ‘chargeback’ if the buyer disputes the sale. This means that after the money has gone in, even if you have transferred it to your account, the buyer’s issuing bank can order a ‘chargeback’ on the money you were paid, which means you have to pay it back one way or another. Meanwhile, your goods have been delivered or picked up and you have no way of recovering them because the phony buyer has disappeared.

This asymmetry in the buyer/seller dynamic means the seller can be caught short — big time.

I emailed my erstwhile oceanographer with a hanking to buy a motorbike for his favourite cousin in Perth saying I would only take cash (on pick-up was was fine), a cashier’s cheque (with goods to be picked up AFTER the cheque cleared) or a direct deposit (bank-to-bank, with 24-48 hour pick-up after the transaction cleared). I never heard back from him, which was not much of a surprise.

Also, one more word of caution: it’s not just PayPal, it’s also Western Union that you can have problems with, so beware folks, there’s some serious shonks out there that are waiting to take advantage of you if you don’t have your wits about you.

That exact scam has been going around for a while. The pricks use the same one pretty much every time. There's been like 3 dudes just from my work that have been contacted by these scammers in the last few months..

Any situation where the buyer offers to pay more than the advertised price (i.e. to cover advertising costs or simply because they're a "nice" person), it's a scam.

Western Union's another tell-tale give away.

I've got my own car up for sale at the moment and have so far had 3 of these emails - on the last one I just humoured him for a couple of days asking him what extra info he would like about the car, how pay pal works etc - in the end we exchanged about 15 emails before I told him to "#@*& off" - I hope I wasted heaps of his time

chargebacks are a huge problem for online businesses. Its more a failing of the credit card system than anything. Someone can question a transaction with their bank and they bank takes their clients word as gospel unless the vendor can provide signed receipt(not sure what the go is with new pin numbered cards)

Once the funds have been recovered from the vendors bank account all that can be done is to take civil action against that person. (usually prohibitively expensive)

The most riduculous thing i find is even the banks are not willing to guarantee protection from chargebacks using their own payment gateways.

In cases like this I believe Paypal only reverse the transaction once the bank has taken the funds from them.

I think paypal is absolute scum. I hated using them and don't any more. If you need to buy off ebay, you can usually ask the seller if you can do a B2B transfer.

I have been contacted several times by these scammers too.. sucks when you think its someone interested

Couple of years ago i was contacted by the "first bank of Nigeria" saying that my long lost cousin died in a car accident and i inherited US$30 million. The guy even called me, said that he was a solicitor, and another guy called a couple days later saying that he is a bank director and that i need to go to Nigeria to sign something so they can transfer the money. I told them to send me a cheque and i never heard from them again

I did a charge back on an online store transaction, (never received the item, would not answer phone or email). It took the bank 4 months to get my $20.45 back.

Haha, i guess our man has been busy.

Hi thanks for mailing back, the phone reception is really poor out here because of the stormy weather we've been having of late.I am an oceanographer, i am at sea right now,i am buying this for my dad as a surprise gift and I will be happy if you can accept an offer of $33,500, i am unable to come and inspect right now,as i wont be back for a while and i want it at Dad's latest in a week's time, if you can send one or two more pics (if you have) , if you dont its ok.I can only pay through paypal at the moment as i dont have access to my bank account online(i dont have internet banking with it),but i have it attached to my paypal account, and this is why i insisted on using paypal to pay,all i will need is your paypal email address to make the payments, and if you dont have a paypal account yet,its pretty easy to set one up at www.paypal.com.au,i will be expecting your email.I will arrange for the pick up and delivery to my Dad after the payment has been sorted, as I have a freighter that will do that for a reasonable fee, thanks a a lot and i will be looking forward to your quick reply

                          Dan
To which i started with very honest reply as some bait...

lets see what he comes back with.

Sorry mate, i will only do Bank Cheque or direct deposit.

Too many scammers around at the moment.

If You have internet access you will obviously have netbank access.

Get him to transfer the $ to his 'freighter's' paypal account and then he can give you cash.

Or you only deliver the goods once the funds have been withdrawn from PayPal and then you can close your bank account before chargeback!

                            Sorted!

I wouldnt buy (or sell) any item of great value from ebay or through paypal . From a buyers perspective it's more secure than direct transfer.

If buying on paypal i'd use the credit card option and even if you do, by the time they investigate 3 months could lapse and you don't have a leg to stand on.

The fees aren't worth it anyway.
