to my understanding it's only required for certain CAMS sanctioned events, requiring a certain level of license to participate too. CAMS website will be able to elaborate.
For most sprint style events, no secondary latch is required, but these aren't usually CAMS affiliated.

Stuwey, the "secondary" bonnet latch CAMS are talking about is already part of your bonnet latch setup. The initial latch that you have to undo with the lever inside the car is the first latch, the second is when you have to pull the lever under the bonnet to release the bonnet hook.
They are more referring to older cars that dont have this setup and therefore need bonnet pins or a strap/chain from the bonnet to rad support.
