Ultimately an ultra fine buffing compound and a buffing machine.
But I think Meguiars stock some good DIY solutions, that you don't need hardware to use.
ScratchX and Deep Crystal Painter Cleaner both are advertised to remove paint swirls and Meguiars stuff is usually brilliant and available at Big W etc.
or there are a great list of products here

I have used Scratch X alot before and I highly recommend it. Very easy to use with excellent results considering I mainly used it on black mica metallic paint!!! Good luck!

As vwinda said...
scratch x, use a hand polishing pad (about $5 from any auto store) and do it by hand and take your time.. follow with auto glym, or meguiars products whichever you prefer and seal it.
trust me.. i did 3 doors, and a bonnet of the black gti lol ARGH!

Yep, lots of people recommend ScratchX. However, don't use too often nor too hard as you may take some of the clear coat off if you're not careful. Check this link out, and here are some quick before/after photos from that thread:

Notice the rectangle in which the detailer applied ScratchX to!

You can also try meg's colour boost, it is quite effective in removing light swirls and scratches, also beforehand you might want to clay bar or paint clean the car to get rid of any dirt in the pores of the paint.
With Buffing Machines, no doubt the safest method is to use a random orbital, using a rotary buffer without any experience will most likely make your paint worse than what it is.
oh and also this could probably be put in the detailing forums i guess
