i think many places would just go over the plastic with primer, sand it back, primer sand back abit more, paint with colour choice, second coat of colour choice, then clear coat either one or two coats (totally up to you).
depending how good the paint finish is, you may need to wet sand paper as well. i painted my side skirts on my old car in those steps. it turned out pretty good, you couldnt spot that it was a home/diy job.
