I lived in Victoria and our 77TSI did required an exemption for my fiance (P plate) to drive.
We had to submit an application and got an approval as the vehicle was on the "application required" list.
Based on what I read from the QLD rules (used the link that provided here), it shouldn't be a difficult thing as the requirement is similar.
