Does anyone know if it's possible to activate Dynamic Indicators on the B8's rear lights in the same way for the Golf Mk7?

I don't think its possible. You need to have access to the individual LED elements to fire them off in order (instead of all at once). This is available in the Golf 7.5 but not the Golf 7.
There's a trick you can do in the Golf 7 to get a semi-dynamic indicator by sequencing the section of the indicator light on the tailgate and the part on the body:
Because the Passat indicator is 100% on the body section and none on the boot it isn't even possible to do this mod
