Ours is a MY12 125TDI wagon. The only major difference is a slight increase to 130KW and GPS maybe standard on the MY13. I could not notice any performance advantage on a recent test drive and the GPS was very much inferior to a $100 TomTom with "lifetime" free map updates 4x/year. Unless these are important to you, a MY12 may be a better bargain.
I have had no major problems with ours. It uses between 500-750ml of oil per service interval. Due for an update mid year, but we may hang on to it for an extra year or two.
MY13 also had side assist if options with driver assistance, electric tailgate, rns510 and reverse camera as standard.
Oops, you are correct.
Our car was optioned with electric tailgate, reversing camera and driver assist / bixenons. The electric tailgate is half baked as you can only open via the key fob but need to press the button on the tailgate to close it.
The only thing I would find difficult without is the rear view camera.

I agree that the tailgate is a bit half-baked, but not in the way you think it is - the need to push the button on the tailgate to close is by design, to help prevent you accidentally closing the tailgate while you aren't within view of it. I think it is half-baked in that it sort of slams shut when it gets to a certain point, rather than soft-closing like you find on a Lexus.
Just my opinion, I wouldn't have thought that it would've been worth upgrading just yet. The car would essentially be the same except for some exterior cosmetic changes. Given that the new Passat is coming towards the end of the year, I would be just saving my pennies for a new model, but it depends on what your budget is. Good luck with whichever way you decide to go.
