I was told by vw service that i am not gonna be able to use steering wheel from passat 2014 in my passat 2009. Different electronic??

Likely if you put the new wheel in you'd have to upgrade the steering wheel control module as well.
What are you looking to achieve?
First I'd start by working out what hardware/electronics you have on your car by running a scan. From there you can work out what bits you're going to need for the upgrade.

I just want to change it. My wheel with 8 button looks boring. I got steering wheel from 2009 tdi highline model and this is supposed to work.
