More realistically they would just use some hydrophobic nano-particles and integrate them into the glass so it beads the water and the water droplets run off at speed.

Well, the Passat is essentially a Camry/Accord model made by Volkswagen. Just as a Golf/A3 is a Corolla with VW/Audi badge. So is it any surprise the Passat looks the way it does?
The new Passat looks good, but, yes it is conservative. It always has been, and always will be. This model is perhaps a little disappointing in its looks, but it's not bad enough that I wouldn't consider buying one if I had a need for a larger car. The model it replaces was hardly an avant garde design, either.
The Scirocco is probably the only current model in Volkswagen's line up that dares to push the envelope a bit.
